ROCK CREEK ALERT 2020 UPDATE

Update 6-19-2020

We have been in contact with the Principle Planner at Washington County Land Use regarding the planned changes in Institutional Zones. It appears from the planner’s response that the zone change is not a high priority at this time but that could change with the political climate around the providing of affordable housing.

Here is a portion of the planners response we received to our inquiry:

“Thank you for contacting me regarding the Housing Affordability task on our recently approved Work Program. The subtask you are interested in was added to the Work program in 2019 at the request of the Cedar Mill Christ United Methodist Church, which owns land designated as Institutional and had interest in developing affordable housing. Very little staff work has been done on this subtask, and it is not currently under active consideration. Staff had intended to consider it over the next year or so as work gets underway on the different possible ways to address the requirements of HB2001 and other housing affordability issues.

At this time we are focusing our housing efforts on the rulemaking process for HB2001/2003, reviewing our regulations for places where changes are likely to be needed, and on possible Safe Parking provisions in our code. Except for Safe Parking, no housing related ordinance is expected this year.

Prior to any possible changes moving forward significant staff analysis, research and consideration of impacts would have to occur.”

April 16, 2020 – Washington County zoning changes could impact Rock Creek!

The Friends of Rock Creek (not to be confused with the Rock Creek Community Association) has continued to monitor Washington County land use activity since 2008 when Rock Creek residents came together to successfully defeat an effort to change the county codes to allow the Rock Creek Golf Course to be turned into a residential development. There are currently changes in the Washington County 2020-2021 Long Range Planning Program that could allow affordable housing to be built in Institutional Zones. The Rock Creek Golf Course, public parks, neighborhood churches, schools, and other similar uses are in Institutional Zones. All of these properties could be rezoned soon to facilitate more housing density which would be comprised solely of “Affordable Housing”. The county is under a state mandated time frame to address a shortage of affordable housing under HB 2001 & HB 2003 passed in 2019. You can review the Washington County work plan at

We are alerting Rock Creek Residents to Washington County’s land use plan so that you will know what is at stake if we have to ask for your support & involvement later this summer or fall when the zoning changes come to the Washington County Board for approval.

What you can do to help:

  1. Please talk to your neighbors (respecting social distancing) & spread the word.
  2. Be prepared to show up at Washington County public hearings (or whatever process is established for public input during these social distancing times). There is no bigger impact on the county commissioners who will ultimately decide if the zone change will be approved than having affected citizens show up to support their cause.
  3. As happened in 2008, we might have to hire a land use attorney to help guide us through the legal process and strategy for opposing the zoning change. If our board decides that action is necessary, we might have to ask for some financial support.
  4. Our board of directors consists of four of the original Friends of Rock Creek, Inc. organizers, down from nine in 2010. Attrition over the past ten years has taken its’ toll. We would like to expand our board of directors by adding three or four more Rock Creek residents. That would provide broader representation and new sources of ideas.

Hello Fellow Rock Creek Residents.

It has been some time since we have posted an update and now it seems a good time for us to check in to let you know some of the things that The Friends of Rock Creek (FORC) have been working on.

Although we have been quiet for some time we are definitely still here with our primary mission to protect the livability that we have all come to enjoy in our neighborhood.

With so much attention being given to the lack of affordable housing and to increasing infill, we want to remain alert for any renewed efforts to remove the open space designation from the Rock Creek Country Club which would be the first step in attempting to develop the property. That is the issue that caused our Rock Creek neighbors to organize in opposition in the summer of 2008. We are in contact with the various departments in Washington County government that would be involved in any effort to remove the open space designation and will “sound the alarm” should there be any activity in that area.

We also are listening for any talk regarding the annexation of parts of Rock Creek into either Hillsboro or Beaverton. We are concerned as to how that could impact zoning, property taxes, public safety, and other livability issues for our Rock Creek neighborhoods.

In June, we checked into proposed county ordinance #853 that addresses open space requirements for “Planned Developments” to determine what if any impact it could have on Rock Creek. In addition to attending meetings of the county planning commission & the county board as they considered the ordinance, we asked a land use attorney to look into it and, all things considered, we have determined that there will be no impact on Rock Creek.
